I give you more details:
=> Our current process right now is as follow:
For example, for the case of Euromillions lottery, the winning numbers are released on the Internet the Friday afternoon (Canada, Vancouver Pacific time). Then people in my company grab these numbers on the internet. Because of a proving process, they are just able to enter them in the database (As400) the Monday morning. So, the numbers are displayed on our website very late.

=> As an alternative and faster system, I think about RSS and grab these numbers from an external source.

To answer concretely to both of your question:
1/ Do you have access to the database where the lotto numbers are stored?
I think I would be able to have access to the database but It would give me nothing like the updated numbers are just entered very late.

2/ Do you have a server side scripting language you can take advantage of? If so then which?
We work with a java environment : Websphere application server and web pages are developed in JSP.

Basically, the big issue is the long proving process and then, I don’t know if we should go with RSS or develop our proper database with a much faster proving process.
