I am pretty sure that is up to the reader. Most RSS readers if being viewed in an HTML page will use HTTP request to request the XML file. So really it is up to the reader. Some may have a property you can set to have it check every X minutes.

I know that the google/ig page that has the RSS reader seems to check different feeds at different times so it may base it on the freq. property you mentioned.
