You can create RSS feeds manually with a text editor if you like, but if you're looking for something automatic then you'll probably want something like a CMS to generate the feed for you. Most CMS and blog packages will do this for you.

The RSS spec [rssboard.org] is fairly simple. It's an XML dialect, so if you're familiar with web coding it won't be too difficult to grasp.
