I think the money will be better spend on increasing their index size and quality of results. They only index 20%-30% of pages from any given site when compared to Google.
Do a search for 4-5 words on bing and you will really know how crap the results are. Like a few days back I was finding information on A5 y-spoke wheels, so I did a search on bing "audi a5 y-spoke wheels", not found a single link useful, did the same on Google and was served with high quality and relevant results.
They are pouring millions of dollars on advertising. Ads will not do any good if the product itself is crappy and incomplete. People will do some test searches, and will move back to Google, at least that's what I did.
