---- Blanket booting out from MSN / Bing?

I noticed a couple of weeks ago that my traffic from MSN / Bing paid search had died. I got in touch with support and received an email that:

"I have been looking over your account and can inform you that the resultant drop in traffic has been due to the websites that you advertise being reviewed by our QBR (Quality Based Ranking) team who have deemed them to be of a low quality. The QBR team determines quality and relevance of sites by assessing:"

This isn't on the odd campaign or two, but the whole lot. And these are campaigns that pass adwords quality score no problem. Lots of articles, etc.

I thought it was funny more than anything as they can't send any decent traffic anyway. Aren't they shooting themselves in the foot? Fair enough with Adwords - they've got the traffic. But this just seemed very odd behaviour for a struggling PPC engine.
