The directory frame seems to be a cascading javascript menu. When you click on one of these, it removes google from the main frame and replaces it with the site you clicked on in the directory.
In Thailand, using the Loxinfo ISP (one of the major public ISP's in the kingdom) we get redirected to the "NIPA search engine", which is a frame with some Thai directory categories on the left (in Thai) and google (in English) in the right frame with "google" pasted into the search box with normal google results.
