Unfortunately, as a free service provided to merchants, Google does not invest the time and resources it invests into it's paid programs. You're right, Google should be enforcing the rules as to not let any merchant get an unfair advantage, but with tens of thousands of merchants and millions of products it's a difficult task to stay on top of.
