---- Title and description and localization - Repetivite penalty or not?

I am redoing one of my sites. It provides widget services that is local in nature.

Do I need to add the locality to each page or will the search engines figure out the locality. I am concerned about triggering a dupe content penalty. On the other hand, I want to make sure that people searching for my services in my area find my pages.

eg.

Do I do the title as

Widget polishing in anytown PA and the greater Bigtown area

-or-

Widget polishing

I have the same question regarding the description tag. I would thing that the keyword tag would not matter as much as far as repeating the locality on each page.

I suppose the same thing would apply to deciding if I should put in my company name in the decription as well.

ie.

Widget Polishing in anytown and the greater bigtown area by mycompany or

-or-
Widget polishing in anytown and the greater bigtown areaa

thanks
