I would thnk you would put it like this
"User-agent: *
Sitemap: [mysite.com...]
Disallow:

Having it below disallow might be detrimental to your indexing...

The 'Sitemap' directive is independent of the 'user-agent' line, so it doesn't matter where you place it.
