If your index.html is just going to redirect visitors to another site's page, it doesn't really make much sense to index it. If you put actual content (that's useful to your visitors) on your index.html, I think it will be indexed (I'm assuming we're talking about Google here).
The ordering of the META and TITLE tags shouldn't be a problem.
