Thanks jdMorgan for your help. This is what finally worked for me:

RewriteCond %{THE_REQUEST} ^[A-Z]{3,9}\ /folder/page\.php\?q=16 HTTP/
RewriteRule ^folder/page\.php$ http://www.domain.com/newfolder/page.php?q=16 [R=301,L]
