What does the second Condition do?

I had a belated "D'oh!" moment as I realized that the \1 construction must be permitted or else it would lead to a 500-class error on every request. The kind where the error logs say sadly "I don't understand this directive. Maybe you were trying a module that isn't installed." (Not in those exact words, but it's pretty close.)
