I fully understood the question.

You can't redirect another site away from your domain without accessing that other site and altering the server configuration of that site.

You can, however, redirect visitors that come to your site via the redirect and redirect them somewhere else or block their access.

You can't affect how searchengines crawl this redirect. They do not come "via" the other site and do not provide a referrer. They access the other site and make a note where it redirects to, and then much later on they directly access your site.
