First rule of troubleshooting is to pare all your code down to the bare minimum to reproduce the effect. (e.g., Starting with just a few lines of HTML and of CSS.) If the problem persists in your stripped-down example, then post it here, where it's easy for others to help you because your code is minimal and they don't have to pore over pages of it. If the problem doesn't exist in the pared-down version, then keep adding to your code (adding in elements of your original page) until it breaks, and then you'll know what it was that broke your code.
