I would imagine that the vast majority of users have both JavaScript and Cookies enabled. I believe that these are both, by default, turned on. It's only more advanced users have these turned off, or perhaps they are by default disabled in large corporations.

As for a correlation between the two - I'm not sure. Some users here do browse with JavaScript disabled, but would need cookies enabled for WebMasterWorld, but again, people here fall firmly into the advanced user category. Again, I'll reiterate my belief that the vast majority or 'normal' web users will have both enabled.
