yes, you believe that the US government, the richest, largest militarised "representatives of the people" in the world today, is sitting on its hands. You may also choose to believe that the military might of Yemen is fighting Al Queda alone and that the US government doesn't go around threatening and blackmailing supposedly friendly governments like the Germans. You may choose to believe all of that, it's your prerogative.
