Because what you really want is to spend the next several months trying to motivate them to get work done, only to have them flip back to surfing digg the moment you turn your back. End of the month, you ask why they're not meeting their quotas, and they just stare back at you like you're asking them the square root of negative PI, and you know they're silently wondering how many more paychecks they can get out of you before you fire them.
