IMO, it is better to have stable 4% CTR with good ROI, than 20% CTR with low ROI. However, I am just speculating here -- let us know what your earnings are after, say, one month. Good luck!
If you increase your CTR that way, it may in fact work against you. Think about it. If you make your visitors click more unconsciously on the ads, the advertisers will have significantly low ROI. Smart Pricing could put the overall value of your site dangerously low.
