I guess the idea is about placing 4 images in a horizontal fashion and then, just below them, placing either a horizontal leaderboard text ad , or even a leaderboard banner.

I dont think this is against tos . This is normal. I have used it in the past and did not gain anything at all. I removed it and put horizontal adlinks and got a nice ctr jump.
