Actually I don't believe he was reinstated with Google. For starters, he hasn't actually said he was. The timeline from banned to reinstated is way too short and there is a lack of detail of how it occurred. I also get a sense he is not 100% forthcoming - he probably clicked the ads to get revenue not to test the landing pages.

BTW, when you telephone Google there is something they will say to any Adsense publisher - we cannot handle you call over the phone, please use the support area of your account. I seriously doubt he spoke to anyone about his case.
