If it really was that easy for you to get reinstated, I can't say I think this is a great thing. As both an adwords buyer and an adsense publisher, it concerns me that you still don't seem to "get" that you were in the wrong. You act like we're all "mean," "unwelcoming," "picking on you," etc -- when the fact is, *regardless* of whether you read the TOS, you had to know that someone would be paying for your "curiosity clicks" -- and you clicked anyway. You deliberately took money you didn't earn and weren't entitled to, and still don't seem to get that this is stealing.

You shouldn't need Google or a TOS to tell you that this is wrong.
