I think if your ads have been disabled on a site, then that site is toast as far as Adsense is concerned.
It will depend on the human review. Many times ads are disabled because the Google Robot detected something it didn't like. They may or may not be restored upon review by a human. Speaking from personal experience here.
Option 2 would be safest way forward IMO followed by Option 3. If you're banned then Options 4-6 that graeme_p outlined are all viable...some might even be good to implement now to diversify your AdSense income assuming ads are restored.
