It used to be that you could write to Google and tell them you didn't want CPM ads. I don't know if that's possible anymore. All you can do is try.
They're not likely to make it a choice in people's accounts, because that would make the CPM advertisers unhappy, and advertiser > publishers as far as Google is concerned.
