I'm not sure what your last sentence means, but you can find out your revenue share in your account. I think in most cases it's 68% for a standard account, which means Google keeps 32%. (AdSense for Search is 51%)
I know a lot of people believe in a ceiling, but none of my sites nor my entire account have shown anything like that, so I just can't bring myself to believe it. This year for the first time my CTR went way up when my traffic increased; that never happened before.
I do notice changes and different patterns, but that's mostly because of my desktop/mobile ratios changing so much (even between weekdays and weekends)
Surely it is in googles interest to keep its users happy, after all, we are there ones that are earning them a lot of the money.
We are not who Google wants to keep happy, by a longshot. As I have often said, Google cares about itself, users (searchers), and advertisers. It does not care so much about webmasters, site owners or publishers. Never make the mistake of thinking otherwise.
