Generally, if your CTR and epc are that low, then your content is either uninteresting or not unique and so there is no reason for your visitors to click on your ads since they match the uninteresting content. Revenue increases when you have well written, interesting content that offers something that other sites don't offer. The niche doesn't matter much.
