Are you sure that the fact that the existence of code from an other AdSense account is the real reason for the rejection of the new account? I have read the following two things in your messages:

The new site has 0 traffic; literally; it was just launched

I included the adsense code for not even 48 hours and generated 5 clicks. It was really just for testing.

So you added AdSense code to a site with zero traffic and clicked within a time frame of two days five times on the ads. And you still wonder why Google doesn't open an account for you? You should be thanking them on your knees that they didn't close the active account for suspicious activity.
