Why would they not choose to maximise their revenue, high CTR clicks for you is high CTR clicks for them, unless they are showing CPM ads..

Restricting the serving of high paying high CTR ads would be cutting off their noses to spite your face..

As netmeg says ..simpler just to smart price or boot you out ..
