Can you explain your idea a little more?
Perhaps just as Google can send certain type of traffic, quality traffic and non-quality traffic. Adsense would, not necessarily display the highest paying add all the time, but present it a proportion of the time, based on the penalty.
For instance: $5 ad, High CTR may only be shown for part of the day despite having the inventory for it for all day, because your site offers less value for advertisers (such as a left-aligned ad, an ad under a title, etc.)
