What you need to remember is that Adsense is the biggest income generator for Google and to that end, I would hazard a guess that they hold more sway with the directors than the self appointed "senior fellows" and "distinguished engineers" on the search side. After all, it is adsense that pays their wages.

The adsense team are and always have been consistent with their advice whereas Cutts and Co put out so much conflicting information, it is more or less impossible to know exactly what they do want.
