Make it conditional, tell them you want to hear their proposal first, then decline and you don't need to really explain yourself, just say the changes don't fit your current ideas for how the site should look or run at this time and you;ll take them under advisement for future revisions.


Totally diplomatic and you get to find out what they have to offer.
