Google human evaluators need to be able to disable ad units
Google has policies in place to prevent spammy looks (no more than 3 ad units per page, etc.) If you don't comply with those policies, they can (and often do) disable serving ads to the site or close your account permanently. Any other secret objections (by the SE quality team) would IMO be unfair.
As for the SE quality team, allowing them to remotely disable an ad unit on your site would be almost spooky. Then you might as well give them the right to delete (censor) other portions of your website that they find low-quality. Sounds a like Very Bad Idea, overall. Google should index the web, not control it (at least not directly).
