It seems to be the horizontal ones that do not have URL, which is in line with how it was before (banner-style did not have URLs while skyscraper style did).

I've noticed that on the new (horizontal) leaderboard, there are no urls shown when there are 4 ads. But if the leaderboard shows 1, 2 or 3 ads only (which are stretched to fill the space), the url is shown for each.
