Google departments/divisions etc, do seem to be cooperating a little more these days. A classic example is Webmaster Tools, Labs, Performance. When this tool was introduced, it documented the blatant performance issues with Adsense for several months. See this thread:

About four months after these issues were brought to light here at Webmaster World, Webmaster Tools filtered all Google Adsense, Analytics, and doubleclick.net domains from the results of the Page Speed Tool results shown by labs!

Now that's cooperation, took four months, and it misleads Adsense Publishers about performance issues their sites may have. I guess the point being I'm not so confident about Google's design collaboration.

By the way; the performance issues have gotten worse since, especially with image ads.
