The problem is that the appropriate form seems to not being delivered to Google at the moment. Or if it is nobody is acting upon it. I totally agree with you that it is impossible to contact Google. The usual reason given is that Google gets millions of emails a day, many of which could be answered with a cursory glance at help pages. This satisfies most people until something serious happens and they find that when they really need to contact Google, it isn't at all easy. Like I said before, it only ever affects a tiny proportion of Adsense publishers and so the stats will show 99% of people are "happy" with the service, etc., But for that 1% it is a real eye opener. And yes I'm still waiting for a reply to my submission. I've been with Adsense since 2005. Know how it works. Speak English. Understand the route to take to tell Google I have moved to a different country. Know how to fill in a form properly. Get to the page where it says my form has been submitted and someone will contact me. Then nothing.
Explorador - you won't be able to change country without filling in the appropriate form - which is a good thing because it acts as a security check.
