I went through this a few months ago with Adsense. I think after a few days and about 20 tries I just ended up creating a separate google account under a non google email address.

It may have something to do with their accounting processes. Keeping accounts payable (Adsense) and accounts receivable (Adwords) separate makes accounting less confusing and not subject to errors.
