You also might people blocking advertisers for perceived low value clicks (legitimate or not) That could leave Google with a lot of low value clicks in their inventory, pissed off advertisers, and so on.
So .... by that logic would e.g. ebay buyers that don't want to bid more than the reserve set by the seller get pissed off?
There's a simple solution: "make your offer more attractive dear advertiser, perhaps you'll find more publisher willing to take on your ads if you do ...".
