if you don`t have to sell adspace at 1 cent it simply feels better not to spoil good content with worthless ads. So i would go for a minimum of at least 5 cents. These 1 cent ads probably only attract MFA tricksters whom Google ddoesn`t even want. Remember this unwanted business model adwords/ adsense.
