I've seen this error several times over the past few months. It doesn't mean you're banned. It's some type of glitch in the Adsense system.

Not sure why you had to create a new password, but the system should let you in after receiving that "No AdSense Account" error.

I usually clear my cookies and try it again, and it lets me in.
