But based on that discussion these look like two programs. In that program they are merely being asked to place a Custome Placement Pack on their sites. Which also happens to involve a 300 x 250 box.

I think they are two different programs. At first glance, they may look the same because of the request for a 300x250 box, but for the Custom Placement Pack program to work well for the publisher and advertiser, Google is asking for a lot more work. From the Custom Placement Pack email:
