It appears Google is running two programs right now. I'm not 100% sure because no one will answer my question in the other thread.

But based on that discussion these look like two programs. In that program they are merely being asked to place a Custome Placement Pack on their sites. Which also happens to involve a 300 x 250 box.

Here we're being asked to participate in a pilot program - which has not started yet and will run for only four weeks.
