1) Google experiments with a lot of things, and it's a bit early to get worked up over a limited beta test. 2) Since Google gets a cut of publisher earnings, Google isn't likely to offer CPA pricing without adequate safeguards. 3) If CPA is offered, it's likely to be just one more option, not a replacement for the core AdSense CPC product (which is making a lot of money for Google, publishers, and advertisers).
