Deny all IP blocks of known Click Fraud countries. Do a complete check of your server logs and you will see them. Don't have server logs? Shame. Your only recourse is to do some reading here and you will find plenty to keep you busy for a half day.

Tell Google of the steps you took and THEN ask for advice on what to do next. I am against ever blindly asking for advice without trying some things on your own first. Look like you made an effort and usually the response back is much better.
