If you don't want any "under construction" or any dead links then I assume you just leave those topics off of your site until you can develop some content? Say if I am doing a site on cars and list doors, windows, tires etc, then if i have no content for right now under tires leave that totaly off of the index page? instead of having a link to the tire area & no content or a "under construction" page?
