There are two types of threads in this forum about the AdSense T&C. The first is like this one here: "there are many sites violating the terms and Google ignores them". The second type is "I was banned from AdSense but I didn't do anything".

As long as the number of threads of each type are about the same, I think Google actually does a pretty good job in guarding the T&C. Not everyone accidentally doing something wrong should be kicked out the system immediately. Nor is there any reason for Google to react immediately on reported violations if according to their stats the violation itself doesn't generate a large amount of money for the publisher.

AdSense T&C are not clear on a number of points and I think this is how Google wants it. It gives them the freedom when examining a site and its stats to take more into account than just the text of the T&C. Some activities are prohibited in the English version of the T&C but not in the Dutch version. I informed AdSense many months ago about this difference but they didn't change it, so I guess it is intentionally. If they want to have the freedom to interpret the T&C depending on the situation, it is very difficult for us outsiders to define when something is a "outrageous AdSense violation" and when it isn't.
