I'm not surprised as when I traveled Europe they
They, being the English when you were traveling in England and reading all these notices in English in England..
Mainland Europe on the other hand, is the area(s) across the sea from England..where not only do these notices you read not exist..notices are not all in English, as were your examples..
Ireland and some Scandinavian countries are also in Europe but these too are separated from England by sea..
There may be notices saying "please mind the sea" when one leaves England nowadays..But there were not when I left over 25 years ago..
Are you sure that you ever actually got outside of London on your "travels in Europe"..Because until recently, all the other countries in Europe ( with the exception of Ireland ) only had notices to their citizens and tourists, in their own languages..:)
