'illegal' difficult to define that - what's 'illegal' in one country may be 'legal' in another. As you normally receive payment through a merchant gateway, perhaps it is these that are accepting customers that are 'illegal' and diverting customers from Google's own operations. Google attempt to weave itself into every jurisdiction and economic activity, yet avoiding taxation and regulation itself is starting to annoy me.
