Google storage in Picasa and Drive will be consolidated over the next few months,.

You can have 5 gigs of free storage..

You can buy 100 gigs of storage..

If you buy 100 gigs of storage...your 5 gigs will be included ( counted towards the 100 gigs )..so you'll pay for 100, but get 95 + 5 ..

Or you can just have 5 gigs ..for free..
