The part of this interesting to me, is about combining almost all privacy policies into one. Many of us have embedded web services that are Google products, and we wonder if they will no longer work properly, unless logged in.

Realistically, if taken as written, all of these services could just stall, requiring a user to login first. If the services of embedded content stop working properly, I guess we (as Webmasters) have the choice of encouraging users to login, or finding another provider.
We also need to realize this means MORE of our search referrer data is going to be gone if more people sign onto this and login to the services.
