there's no real reason why a browser has to "dial home" to check whether a site is legit. all you need to do is build a secure browser that can handle whatever the bad guys throw at it.
Having a secure browser has nothing to do whatsoever with the face that less savvy users can be exploited with seemingly harmless prompts that trigger downloads, phishing or more.
So naive internet users shouldn't be stopped at known phishing sites before they get phished?
Not all security issues have to do with the browser being insecure, it's also the insecure surfer at risk.
