when they find the ad converts at a certain CPA they can blend it with the other ads
These aren't ads we're talking about, it's affiliate marketing programs. Long gone are the days where an affiliate threw up some banner or text ads and was able to much or any money. You have to have a strategy, some sort of unique proposition, a value add, at least something that answers the question "Why should I buy through your site and not just go straight to the vendor?"
